The Financial Rate Assistance Program (FRAP) provides a 25% discount off the electric portion of the Municipal Utilities bill to qualified Santa Clara residents. RESIDENTIAL households can qualify for the FRAP discount by meeting either the financial criteria and completing the online application.

If you earn less than the income in the chart, you should qualify for the Financial Rate Assistance Program (FRAP).
Program Guidelines:
- The City of Santa Clara bill must be in your name
- You must live at the address where the discount is received
- You may not share an energy meter with another home
- You may not be claimed as a dependent on another person’s income tax return other than your spouse. (College students who are claimed as dependents are not eligible.)
- You can at any time during time of enrollment be asked to verify program eligibility
- Your eligibility must be recertified every year
- You must notify the City of Santa Clara if your household no longer qualifies for the FRAP discount or if your address has changed
- Income qualified customers receive a 35% discount off the first 300 kWh and a 25% discount on 301 – 800 kWh
- Customers who meet the LIHEAP income requirements will receive a 40% discount off the first 300 kWh and a 25% discount on 301 – 800 kWh
- Customers in a Section 8 multifamily housing complex where no income verification is required through our program will receive the discount of 35% discount off the first 300 kWh and a 25% discount on 301 – 800 kWh
- NEM rate customers receive a 25% discount up to the first 800 kWh
